Quick Fix: Outlook Receiving reported error (0x80040600) during Send/Receive.

Problem description: You use Outlook 2003, Outlook 2007, Outlook 2010 or Outlook 2013 and you receive the following error during Send-Receive procedure: "Receiving reported error (0x80040600): Unknown Error 0x80040600 (0x80040600)".

Fix "This operation has been cancelled due to restrictions in effect on this computer" Outlook, Word or Excel error.

On a user’s computer the following error appears on Outlook program when the user tries to open any HTML link (hyperlinks) that contained on an email message: “This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator”.
