Can this article be updated for Windows 10? I attempted solution #2 (changing the policy), and it had no effect. UAC is already disabled, too.

Had everything set as listed here but couldn't delete a tombstone from AD after its tombstoneLifetime and msDS-DeletedObjectLifetime properties had expired, even logged in as a Domain Admin and launching ADUC as an Admin. But, of course, AD has its own deletion issues.

You can run this script in Powershell to do this for you:
Set-ItemProperty -Path "HKLM:\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System" -Name "ValidateAdminCodeSignatures" -Value 0
Set-ItemProperty -Path "HKLM:\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System" -Name "EnableUIADesktopToggle" -Value 0
