Fix: USB-IF xHCI USB Host Controller not working (Error Code 31)
The eXtensible Host Controller Interface (xHCI) specification describes the register-level host controller interface for universal serial bus revision 2.0 (USB2) and above. The specification includes a description of the hardware/software interface between system software and the host controller hardware. But In several computers (commonly on some HP or Sony laptops) the USB xHCI Interface controller is not working properly and displays the following error in device manager "This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)". The above error happens, due to an incompatible USB-IF xHCI USB Host Controller driver.

thank you for pointing to this utility tool!
Mine came up with a different issue:
Intel PROSet/WirelessSoftware for Bluetooth technology for Windows 8.1 64-bit (JP)
and
Intel PROSet/Wireless Software & Drivers Windows 8.1 64-bit
Problem is when I go to install, they both fail…mid way it tells me it can't install the Intel Bluetooth Service (ibtsiva.exe) file because I may not have sufficient privileges although I am admin on my own computer and no one else uses it…
I'm assuming this is why I may be having problems with the entire laptop crashing when I am playing my MMORPG…plus I get a lot of lag, which I thought was maybe my graphics card…but someone was telling me it could be connection as there is no pattern to the crashing, it seems random.
Would so appreciate your help…

Nathalie: Run the Intel® Driver Update Utility as Administrator.

Nathalie: Ηave you tried to right-click at "Intel® Driver Update Utility" and select "Run as Administrator"?

things I've tried:
– I turned off my firewall (Kaspersky), tried redownloading and installing
– added ibtsiva.exe as an exception file in Kaspersky
– tried repair, change with the utility
– I ended up removing the USB xHCI USB Host Controller file from the Device Manager hoping it would re-install
…still fail install for both files
is there something that may be conflicting with windows (8.1, awaiting 10)
I have a Dell Inspiron 7720, Intel i7-3630QM (if it helps…)

gave that a go and it didn't work…
I decided to try it with the 2 Intel .exe files in the download file folder, and re-ran the utility with the scan, still faile
I tried "change" and installing "entire" features on USB (not sure what UART is)
I tried "repair" and that's when the not sufficient privileges window comes up

I uninstalled the Intel PROSet/WirelessSoftware, yet under program files the ibtsiva.exe is there. I clicked on properties, and adminitrator has full control except "special permissions" and I'm unable to check the box as it's grayed out…could this be the issue?

I paid a programmer to diagnose my laptop. I had no issues with my drivers, and he indicated it's very possible the Intel driver in question is not compatible with Windows 8.1 or 10. Contacting the computer's manufacturer is the best way to find out about the compatible drivers.

also, he said this kind of USB bluetooth driver doesn't look necessary, as there currently may be no devices at the moment which require a USB bluetooth driver…again, best to check with the respective computer's manufacturer as they know the components the machine needs.
